I'm willing to bet the reason you can't view the Case History is very much related to the issue you're getting trying to download the Case History.
A good place to start to diagnose the problem would be to check out the log files on the webworker(s). The logs should be located at the following location:
/home/cchq/www/<your-env>/log
Try inspecting the django.log files for any issues that pop up when you navigate to the Case History or click the Download Case History.
