We enrolled 3 000 farmers to a programme using commcare. These farmers have been registered as cases and we would like to reassign many of these farmers to different mobile users working in different Locations. Given the number of data to manipulate this cannot be done manually.
We examined many workarounds and the most feasible way seems to the following:
Step 1 – Set the location as the main Case and the farmers as a Sub Case.
Step 2 – Upload the farmers list as sub cases
Step 3 - Assign location (cases) to mobile users
I am having a hard time figuring out Step 1 and 2
How do I turn the Locations into Cases and the current cases (the farmers) as sub-cases?
What kind of bulk upload feature could be used for this? How can I make sure they will be uploaded as sub cases and no more as main cases?
I would be really grateful if someone could help out on this.

Thank you for the answer.
Assigning cases to the locations would be indeed the most appropriate solution. However, we would then need to assign one mobile user to several locations. This feature (several location per mobile user) is unfortunately not included in the Standard Plan we have access to. Thus, using Location as Cases and Farmer as Child-Cases (or Sub Cases) may be a workaround.
