I would like to reinvite a web user but it seems impossible to do it. the user in the image below was sent a link months ago. What can the web user do to log in- to commcare HQ? I was trying to send him a link again

Do you see an entry for the user on the web users page? If they accepted the invite at the time, they should show up as a "Current User", if they never did, you should see a "Pending Invitations" section below the list of current users:
There's a button there called "Resend Invitation" that should do what you want, even if it's been ages since the first invitation.
