Phone credit/balance recharging for large deployments

Hi everyone,

We're scaling from one block and a neighbouring block - doubling the number
of CHWs. We found a local mobile shop owner who recharges all the CHWs
phones manually in the current block. That is 110 CHWs. He manages to do it
correctly most of the time, and maybe misses 1-2 each month.

As we move to a larger number of CHWs in a new area, we're looking for
alternatives for recharging phones as our current process isn't scalable.

What do you all do for recharging balance on the phone for large
deployments? The telco is ready to work with us. They have proposed we sign
up for a Common User Group (CUG) or Shared User Group, which means all the
CHWs will be on one plan. They'll likely give us better rates for this too
and will take care of the monthly recharges. However, in India, this
requires the partner organization to sign a liability agreement that states
any misuse of the phone then becomes responsibility of the organization. So
that is a concern for all the organizations involved.

Any ideas? Would appreciate it a lot.
