I would like to get help on how to permit mobile worker to modify unsent or sent survey forms on commcare mobile client.

The practice of mobile workers modifying unsent form submissions sounds like something that could be achieved with incomplete forms. Incomplete forms are not yet sent and could be edited. More on incomplete forms and their limitations can be found here:

In terms of editing submitted forms, I suggest looking into Data Cleaning:

However, this is more likely something a Web User would do, not a mobile worker. In terms of permissions, they'd need to be granted Edit Data access and (likely) Full Organization Access depending on your workflow and if your project is using locations.
