Capture of GPS Location in Poor/No Connectivity Area

Dear Friends

I have developed an application for GIS Survey of Electricity Poles in
Remote Areas.

I have been able to test all features and have deployed the Mobile App on
two Android Phones (One with SIM and one phone deliberately without a SIM
to depict no mobile connectivity scenario) and carried out GIS Survey.

The problem that I experience that the Phone without SIM did not capture
Geo location of electricity poles (using the mobile App) where as the phone
with SIM had no issues.

The capability for the mobile user to working low connectivity/no
connectivity environment is one of the requirements of the Customer.

I was always under the impression that each mobile phone has a GPS Receiver
and there should have been no issue in capturing Geo Location (even if
there was no SIM). Moreover, on opening Google Maps (on phone without
Sim), the phone shows being connected to GPS - Blue colored Icon.

Can someone please throw more light on this and guide as to how this issue
can be resolved.

Are you using a GPS question or Automatic GPS Capture?

If automatic GPS capture, then its likely the unassisted (IE without SIM)
location capture is not accurate enough to meet the auto-capture
requirement of 10m accuracy. You can adjust the required level of accuracy
following the steps described here

Hello Nutan,
The geolocation module embedded in smartphones is GPS (it uses satellite connectivity to define where the device is located).
The phone without SIM doesn't capture geolocation based on cellular towers, because it's not the phone itself that connects to towers, but the SIM.
I believe, the problem is that your phone's geolocation system has A-GPS mode turned on. Check this guide on geolocation in devices.
What you need is to make your phone use pure GPS only, it will connect to the satellite and show you your location. Though, without SIM it's not gonna be too accurate.
