Assigning patient to couple of CHWs

Hello,
i have 21 mobile workers who will work by binomial
Ex:

  • CHW1,CHW2 (Binomial 1)
  • CHW3,CHW4 (Binomial 2)
  • CHW5,CHW6 (Binomial 3)
  • And so on ......................

The twenty first CHWs are divided by binomial and the last is the only one
who able to create a new patient.

What i want to do is when the last mobile worker without binomial create a
patient , it will be directly affected to one of binomial. And others
couple of CHWs(Binomial) will able to see only those that concern them.
