You will want to follow the first example but with the addition of one
extra digit.
Put the following as the validation:
"regex(., '$[0-9]*.[0-9][0-9][0-9]^' )"
As noted on the help site, you will need to set the question type to
"text". By editing the xml you can make the number keyboard show on the
screen, instead of the alphabetic keyboard. You need to find the question
in the "Edit Source XML" box and add appearance = "numeric" as below:
Try that and let us know how it goes!

You can also create Numeric String input types in the CommCareHQ Form
Editor by selecting "Phone number or ID" as the question type. You no
longer need to edit the form by hand.

If you use the "report an issue" button on the page with the problematic

the issue.

This may be a problem with the keyboard installed on your phone. On our
test device we see the "." character when inputting numeric strings. You
may need to swipe or go to a secondary screen to see the "." character on
the keyboard.
What model of phone are you currently using?
