Does anyone know if it is possible to restrict the access that certain
mobile users have to certain forms? E.g. to create a two-tiered system of
mobile users with some having full access to all forms and some being able
to access, for example, only a Registration form?

Yes you can do this. You can combine form display conditions

with custom user data
https://confluence.dimagi.com/display/commcarepublic/Custom+User+Data.
There’s a short example on the display conditions page.
