Report cannont be generated error

I am one of the commcare platform admins for our organization. One of my users is getting an error when trying to get a report:
We are sorry, but your saved report 'Report Name' can not be generated since you do not have the correct permissions.
This user has Developer permissions, so should be able to create reports. Not sure what the issue is here.
Anyone encounter this?

The report we're trying to get is the built in Application Status report. Project Reports>Application Status

When I run the report I get the same error:

The application status report isn't part of the limited reports, is it?
