# Problems Submitting Cases via CommCare ODK

Hello everyone,

I have been able to create a CommCare application that runs through the CommCare  
ODK v2 Android application, through which users and myself have been able  
to submit cases using strong WiFi and 3G internet connections but cannot  
submit cases when on an EDGE network. What happens when we try to submit  
cases on the latter is that a progress bar appears and moves slowly all the  
way to the end, but rather than completing the process of submitting the  
forms, there is a pause and then the bar restarts. The thing that is  
frustrating is the internet connectivity is not bad- we are able to log-in  
to various websites, upload photos as attachments to e-mails, etc., but  
100% of the time the CommCare forms have not been submitted. And when we do  
take those forms that fail to submit to a place with 3G or strong WiFi,  
they go without any issues. I am not sure if it is an issue of CommCare  
timing out too early or something else.

I would greatly appreciate any advice on troubleshooting this issue because  
many of the sites in which we'd like to use CommCare only have EDGE network  
connectivity, so we may have to reconsider using it if not able to find a  
way to get cases to send on it.

Martha,

This might be a symptom of different network time outs on different  
protocols. Sorry about the trouble! CommCare definitely shouldn't have any  
problems submitting data over EDGE.

First off: What domain is your application running through? I'll check your  
logs to see if there's something odd that's happening that's obvious.

Then some followup questions specific to this problem.

1. Can you try the following: Navigate to the HQ homepage and go to the  
"Submit History" report. On an EDGE connected device, fill out a form and  
let it "submit" (bar fills up, but then restarts). Log out and make sure  
that CommCare doesn't think the form is submitted. then load the Submit  
History page and see if the form is present. This would indicate that  
CommCare has submitted the form, but there was an issue receiving the  
appropriate response from the server.

2. What time period were you testing these submissions during? It's  
possible this was during out server migration which was causing odd network  
conditions.

Hello Clayton,

Thanks so much for the prompt response! My domain is "telederm." I  
appreciate you looking into our logs to see if there is anything weird  
going on.

I will attempt to follow your instructions under point 1) later today since  
where I work I have 3G and therefore have to wait until I can go elsewhere.

With regard to when we have tried to submit cases, it has been a problem  
since December of last year, and we've attempted to send cases periodically  
(i.e. at least a few times each week) until now. We had thought it may have  
been an issue with the mobile device we were using and attempted to change  
it as well as the SIM card, but doing so did not resolve the issue.

If it is in fact an issue with the network timing out, is that something  
that can be easily addressed by the telecoms company? If so, what  
specifically should be my ask of them? (I am a medical student, so I  
unfortunately am not very familiar with the technical language that might  
be most appropriate for describing our issue and the solution to it.)

Martha,

Oh! I hadn't realized that the issue had persisted for so long!

If it's a timing issue, I'm hopeful that we can resolve it by tweaking some  
settings on our end without having to worry about the network.

Let me know what it looks like when you try to do your submissions and I'll  
see if we can replicate those network conditions locally to try to find  
better network config settings.

Hello Clayton,

So sorry for the delayed response- I actually have 3G both at work and at  
home, so I had a medical officer in a town with only EDGE attempt to submit  
a case just now. It did the same thing I described before (appeared to be  
loading but then got to the end and restarted), and in the "Submit History"  
there is no evidence of that case nor any of the other cases we've  
attempted to send on EDGE. The only cases in the system are test cases done  
of WiFi or 3G.

What do you suggest as next steps? Can you look into the network  
configuration settings to see if that might resolve our issues?

What network are you operating on currently? I'll see if I can replicate  
this using a low-speed EDGE Connection locally, but would be good if I  
could look up some details about the network.

Hello Clayton,

We are using Orange. Of note, they have told us that they are hoping to  
increase upload speeds in the area of most concern in the near future, but  
it would definitely still be worthwhile to figure out this issue in the  
meanwhile because there are other locations who have low-speed EDGE  
connection to which we'd love to be able to roll out the application.

Thanks! This info is definitely helpful.

It's almost certainly specific to that carrier, actually, as I submit from  
EDGE connections elsewhere in the world fairly regularly.

Have you sent his behavior on any other networks? Would be a good data  
point for debugging.

Hello Clayton,

My apologies for the delayed response- I have been out of town and  
therefore with limited Internet access.

Actually in the same area where the pre-mentioned carrier has been an  
issue, I have tried a functional WiFi network that also did not allow for  
the cases to submit. Is there any way that you could try adjusting things  
on your end as you had suggested and letting me know so that we can see if  
that resolves the issue? The sooner that we're able to come up with a  
solution, the better...

Martha,

I've forwarded this along to our server team and we're looking into your  
submissions attempts currently to figure out the culprit.

For reference: I've noticed that you're running a few different builds of  
CommCare on your devices. Are the failures you're seeing more common on the  
tablet you log into with "martha" and the tablet logged into as "simon"  
than the tablets logged into as "dermatologist", "kagiso", or "medical  
officer"? Each build uses slightly different network settings, so if some  
of them perform more consistently, it would help us to figure out whether  
the timeout issues are on your side of a proxy or our side of a proxy  
server.

Hello Clayton,

The failures are happening on different log ins, but the one that is of  
most concern is "samson."

What do you mean we have different builds running? If we were to reinstall  
the CommCare ODK app and/or our CommCare application, would that make sure  
that we have the same build on all the devices?

Martha,

There are two "versions" for an application. The version of CommCare ODK  
from the Android market, and the version of your forms, translations, app  
configuration etc.

HQ's "Application Status" report will show you what version of CommCare is  
installed on each person's phone. In this case, the version of CommCare ODK  
that is being run on the tablet that "simon" logs in on is newer than the  
others (possibly simply because they have not logged in in so long. I was  
asking to check since the older versions of CommCare had different (much  
longer) timeouts before deciding the network had failed.

To test for the same thing you could try to install an older version of  
CommCare ODK (After uninstalling the current version) from  
[http://build.dimagi.com:250/guestAuth/repository/download/bt64/12995:id/commcare-odk.apkand](http://build.dimagi.com:250/guestAuth/repository/download/bt64/12995:id/commcare-odk.apkand)  
seeing whether this copy has more success.

Hello Clayton,

Sure thing- I can try to see if the medical officer in the area of concern  
can test out the old version, but I worry based on what you say about the  
longer timeout times with that version that I may just be asking him to  
take time to do something that is not likely to work and honestly don't  
want to frustrate him any more.

It will be great to hear back from your server to see if there are any red  
flags and/or tweaks that can be made on your end so that use of CommCare is  
more feasible. If it is helpful for them (or you) to be in contact with me

Martha,

Wanted to give you an update since it's been a while since our last email.

On our end it looks like this is definitely a network issue currently (as  
opposed to anything easy to deal with internally). We show only two  
attempted submissions between March 13 and March 27 which would have failed  
for a reason that is internal to us. All of the other failures you've  
experienced have been somewhere between the phone and the network before it  
hits our server.

I'm still working on seeing if we can increase the effort from the phone  
and the server to keep that channel alive more consistently. I'll let you  
know if/when we come up with a recommendation. It would definitely be good  
to try this on as many different internet channels, though (Different ISP's  
or wireless providers), given how little data we're seeing. The scarcity of  
data implies that something in between our server and the network might be  
doing a bad job of accurately forwarding data.
