You need to have 'celery' running in order to perform this action. Celery is the background task processor.
You can check it's status as follows:
commcare-cloud <env> service celery status
OR more directly if you are logged into the machine where you expect it to be running:
sudo supervisorctl status
I was using commcarehq. Thank You the issue was resolved.
