Importing Cases via Excel

If I decide to import cases via Excel using this
https://confluence.dimagi.com/display/commcarepublic/Creating+New+Cases+-+Setup+Excel+Document
tutorial, is it still necessary to have a form that registers cases?

I do not have a software plan yet, so I am unable to test this out. Will
the application be prevented from building if I don't have a form that
registers a new case, but have forms that update or close?

Please let me know if my question needs clarification.
