Excluding a module from a build

We are developing new modules for our application but they are not ready
for use by our fieldworkers yet.

In the meantime we need to continue developing the existing modules and we
need to continue deploying these.

Is there any way we can hide the new modules from fieldworkers? That is
exclude them from the build or prevent access to them?
