Different case-lists for same form?

In my current project our CHWs cover 3 municipalities (large areas) with
several wards (smaller areas) in each.
CHWs typically will only visit patients in their own ward, and one or more
supervisors will oversee a municipality.

I have been exploring how to make use of the Organization Levels and
Structure to reflect this.

My required functionality is:

  1. Typically a CHW should only see patient cases which were registered in
    his ward.
  2. Patient cases should be shared to the supervisor(s) overseeing that ward
  3. On occasion a CHW should be able to access the full list of patients in
    his municipality (includes neighbouring wards). This does not need to be
    inaccessible at other times, but should have a clearly different route to
    access it - e.g. a different module.

This is because on occassion a 1-day "campaign" will be held in a single
ward, where a large number of patients are expected for screenings, and
CHWs from several wards will be present to help. On those days I would like
the CHWs from other wards to have access to the patient cases from that
ward.

Some options I have considered:
I could manually change the sharing groups or case-list filters on the day
of the campaign. (Not a sustainable solution)
I could use 2 different modules (Campaign and Door2Door) with different
filters on the case lists. (This would mean duplicating the form, which is
not a good route to go.)
I could use 2 different apps (Campaign and Door2Door) (This would
again be duplicating the form, and adding user complexity of logging out
and in again, and reverting afterwards)
I have also looked at Organization Structure but haven't yet seen how I can
do what is needed using that.

Do you have suggestions of any other way to achieve this functionality?

functionality (will allow different case list filters mapping to the same
form). However, early access to prerelease features is typically limited to
people on on advanced plans only. If you'd like to explore this option feel
