Is there a way to see who updated an application - either the most recent changes or an audit trail of all historic updates?

I think these changes are audited through the "auditcare" utility in CommCare HQ. I'm not sure if auditcare is enabled by default, so it might depend on your environment public.yml settings, specifically if you have AUDIT_ALL_VIEWS set to True, or some other combination of AUDIT_VIEWS, AUDIT_MODULES, AUDIT_ADMIN_VIEWS configured.
